This presentation features police chiefs and researchers discussing the transformative role of artificial intelligence in candidate selection, promotions, and annual performance reviews. Drawing on case studies from the Castle Rock and Parsons Police Departments, the panel will demonstrate how AI-driven 360-degree evaluation systems streamline these processes by significantly reducing administrative costs, including staff time, while enhancing objectivity and generating data-informed development plans. Castle Rock Police Department
Jack Cauley was sworn in as the Castle Rock Police Chief on Jan. 3, 2012. He began his law enforcement career in 1984 as a dispatcher, eventually joining the Overland Park Police Department in Kansas where he served for more than 25 years, rising to the rank of lieutenant colonel.
Chief Cauley holds a BS degree in criminal justice administration from Central Missouri State University and an MA in public administration from the University of Kansas. He is also a graduate of the FBI National Academy.
In 2018, Cauley was presented with NY Times best-selling author and motivational speaker Simon Sinek’s Igniter of the Year award. Sinek presents this annual award to an individual who has taken his vision and used it to transform the culture around them. Cauley did this through the creation of his One-By-One Policing philosophy, which promotes building a safe and secure environment for officers and staff, so they are better equipped to serve each person they encounter individually. This unique style of policing encourages compassion and treating others like family. Sinek featured Chief Cauley’s cultural shift at the Castle Rock Police Department in his 2019 book, The Infinite Game.
Chief Cauley was appointed to the IACP Board of Directors in 2021 and continues to serve in this capacity.

Lisa Broderick is the founder of Police2Peace, a national nonprofit advancing policing using the framework of “Peace Officers.” Launched in 2018 with decals on police vehicles and incorporated in 2020, the organization gained national media attention, municipal contracts, and expanded to include “Peace Officer” uniforms. In 2021, the program was honored by the National Sheriff’s Association. In 2022, Police2Peace introduced the Peace Officer Project, providing mindset training and tools to improve police culture and trust, along with the Peace Officer Promise—policing’s version of the Hippocratic Oath. In 2023, it launched a virtual training platform now used by hundreds of agencies and certified by IADLEST and over 40 state POSTS. Its onsite trainings have been federally funded by the DOJ COPS Office and BJA NTTAC. Lisa is also a C-level executive and serial entrepreneur for over 30 years, leading more than 20 companies in SaaS, fintech, mobility, and consumer goods. She’s advised early-stage founders, been a tech executive and economist with a focus on strategy, technology, and monetizing ideas. She holds a BA in Economics from Stanford and an MBA from Duke.

Robert has over four decades of criminal justice experience. He is the Chief of the Parsons (KS) Police Department (parsonspdks.gov). The agency has a staff of 40 and serves a day population of 12,000 in rural SE Kansas.
Robert started with the Eugene (OR) Police Department and served at the Port of Seattle Police Department. He was a supervisor at Snohomish (WA) PD and then served as the Chief of Police in Sedro-Woolley, WA; Milton-Freewater, OR; and in Sequim, WA. He served as a Senior Special Agent with the Union Pacific Railroad Police in Southern California.
He has a Master of Arts in Organizational Management, and a Master of Science in Criminal Justice from the University of Cincinnati with post-graduate studies in Clinical Psychology. He holds a Bachelor of Science in Liberal Arts and an Associate of Arts in Political Science. He has served as an adjunct faculty member for three decades. He is a frequent contributor to American Police Beat magazine.
