The Comprehensive Critical Incident Stress Management (CISM) Response to the Capital Gazette Shooting

This conference workshop presentation discusses lessons learned from the Critical Incident Stress Management (CISM) response to the Capital Gazette Shooting in July 2018. The Co-Responding Anne Arundel County CIT Unit, which is an integration of Anne Arundel County Police officers partnered with Crisis Response clinicians, assisted the responding officers, survivors, evacuees, victim's family, and the community after the Annapolis Capital Gazette Shooting in July 2018. A detailed Strategic Crisis Action Plan was developed and numerous CISM interventions were interwoven following the practices and procedures of ICISF (International Critical Incident Stress Foundation). Interventions started at the evacuation area, through notifications, including death notifications and reunification to the extensive follow-up of all affected.

Anne Arundel County Police Department

Lt. Steven Thomas, CCISM has a BA from UMBC (Political Science and Sociology) and a MA from the University of Baltimore (Legal and Ethical Studies).    He started as a patrolman with the Anne Arundel County Police in 1996 where he remained in patrol until he became the CIT and Peer Support Coordinator in 2016.  In 2020 the Anne Arundel County CIT Unit was named CIT International’s CIT Unit of the Year.  

He is the Anne Arundel County ICISF (International Critical Incident Stress Foundation) CISM (Critical Incident Stress Management) Team Coordinator.  Further, he is an ICISF approved instructor and in the spring of 2019 received the ICISF Pioneering Spirt Award at their World Congress. 

He is a Youth & Adult Mental Health First Aid Instructor and at the 2018 Mental Health First Aid Summit in Washington D.C. was named a top 100 instructor.  

In 2019 he was awarded PAARI (Police Assisted Addiction Recovery Initiative) leadership award for his role in developing and implementing Anne Arundel County’s Safe Station Program.  

Jennifer Corbin

Director, Anne Arundel County Crisis Response

Jennifer Corbin, MSW, LMSW is the Director for the Anne Arundel County Crisis Response System which is under the direction of the Anne Arundel County Mental Health Agency where she provides direct oversight into the day to day operations of the crisis system.  Much of her work is in collaborating with outside agency to work with the crisis system such as A. A. County Police and Fire, Health Dept., A.A. County Public Schools, local hospitals and local providers.  She is a trained instructor in Mental Health First Aid (MHFA) and has help train all of A.A. County Police become certified in the public safety model of MHFA.  Ms. Corbin is also trained in Critical Incident Stress Management (CISM) and has help develop a peer support team for A.A. County Police.  Ms. Corbin has worked in the mental health field for 21 years and received her Master's Degree in Social Work from The UMD School of Social Work.  

Michelle Warshauer

Education and Training Curriculum Specialist

International Critical Incident Stress Foundation (ICISF)

Michelle Warshauer, MS, NCC, CCISM is the Education and Training Curriculum Specialist at the International Critical Incident Stress Foundation, based in MD. Michelle is an ICISF Approved Instructor for both the Group and Individual Crisis Intervention courses, and instructs the online Suicide Awareness: An Introduction for First Responders course.  She is a member of the Anne Arundel Police Dept. Critical Incident Stress Management team in MD. Michelle has worked with the juvenile justice system and in the public school system. Michelle instructs as adjunct faculty at the local community college, teaching Psychology and Lifespan Development. Michelle currently serves on the editorial board of the International Journal of Emergency Mental Health. Michelle also conducts Suicide Awareness outreach programs with the military community and veterans groups.
