
Scams R Us: HSI Efforts to Combat Global Organized Crime Enterprises Committing Complex Fraud

This conference workshop presentation highlights Operation Scams R Us, the complex, international fraud and money laundering investigation conducted by HSI Gulfport, Mississippi, in partnership with the HSI Cyber Crimes Center (C3), into the Yahoo Boys Criminal Organization, a vast network of West African centered transnational organized crime enterprises operating in 17 countries that engaged in numerous complex financial fraud schemes via the internet. Working collaboratively with law enforcement partners around the world, HSI Gulfport special agents investigated and dismantled the organization, arresting, extraditing, and convicting numerous members of the illegal enterprise, and collecting millions of dollars in restitution for victims.

Anthony Williams
Special Agent, Homeland Security Investigations
Mr. Williams is the Assistant Attache at the U.S. Embassy in Korea for U.S. Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI). Previously, Mr. Williams was assigned domestically in the United States as a Special Agent and was responsible for conducting large complex criminal investigations targeting various transnational syndicates across the globe. Mr. Williams is an HSI designated Subject Matter Expert (SME) associated with Cross-Border Financial and Cyber Investigations targeting Transnational Criminal Organizations facilitating online financial fraud. Mr. Williams' investigative accomplishments have been highlighted in numerous international and domestic news and television stories and publicized in an international academic police journal (Servamus April 2017 Operation Scams R Us: Ensuring that justice is served across borders.) Mr. Williams has approximately 12 years of law enforcement experience in the U.S. Government and has presented on a myriad of HSI investigative areas with both international and domestic audiences. He actively encourages a collaborative effort in combatting transnational organized crime with domestic and international law enforcement partners. He holds a Bachelors of Arts Degree in Criminal Justice and a Masters of Science Degree in Administration of Justice, and has served as an Adjunct Professor at the University of Southern Mississippi where he taught Introduction to Policing.
