Program Implementation and Evaluation

This conference workshop presentation discusses why program implementation and evaluation is an essential process in any department. The presentation also examines issues and methods involved in developing evaluation questions, assessing program operation, and measuring program effectiveness. Successful application of these principles identifies whether or not a program is working, allowing police leaders to make informed decisions regarding whether or not to continue or suspend a policy or practice.

Daniel Smith, PhD

Chief Executive Officer, Bladesmith LLC

Daniel Smith is an accomplished business leader, educator, research scientist, and executive coach. He is also a retired US Army Officer. During 25 years of commissioned service, Dan served in command and executive leadership positions at every level of the military. When not deployed, Dan developed Army leaders as Chief Instructor of Combat Engineering and Tactics at the US Army Engineer school. He also served at the United States Military Academy at West Point, achieving the rank of Associate Professor, teaching General Psychology for Leaders; Military Leadership; Team Dynamics; and Leadership in Combat. He is specially trained in lethal force decision making, Diplomatic Security Service High Threat Operations, FBI Crisis/Hostage Negotiations; Special Forces Advanced Urban Combat; and Airborne and Air Assault operations. He served 8 years as a team mentor and mental skills coach for Army Football, as well as West Point's competition Combat Weapons Team. Dan is Senior Editor of 'West Point Leadership,' an interactive digital textbook educating West Point cadets on the psychology of effective leadership. Dan remains an adjunct associate Professor within the Academy's Department of Behavioral Sciences and Leadership. He is the founder and CEO at BladesmithX.com, and the President of Bladesmith Outdoor Leadership Training: 'As Iron Sharpens Iron, Leaders Sharpen One Another'.

Christian Quinn

Major, Fairfax County, Virginia, Police Department

Major Christian Quinn serves as the Commander of the Cyber & Forensic Bureau with the Fairfax County Police Department in Fairfax, Virginia. He has been responsible for multiple technology initiatives, including FCPD's body worn camera pilot, the implementation of a new drone program and the development of numerous original software systems that have been leveraged by his agency. Mr. Quinn has authored several articles on public safety technology and cyber security. He holds a Master of Forensic Sciences Degree from the George Washington University, a BA from Stonehill College, and is a graduate of the FBI National Academy.
