OD Homicides: Investigating and Prosecuting Drug Overdoses

This conference workshop presentation examines the successful methods, pitfalls, and best practices of overdose investigation and prosecution, and addresses other topics including: safety concerns handling fentanyl, social media investigations and management, responding to mass casualty events, interviewing suspects and examining criminal charges and defenses. This presentation highlights the San Diego model, where a specially formed team through the DEA Narcotics Task Force was created to address overdose deaths. Viewers will hear firsthand from investigators and prosecutors tasked with handling overdose cases in San Diego. Drug overdoses have killed over 400,000 Americans since 2000. Fentanyl deaths have fueled the recent rise in overdose deaths.

Jorge Del Portillo

Deputy District Attorney, San Diego, California, District Attorney's Office

Jorge Del Portillo has been a prosecutor for 15 years. Since 2011, he has been assigned to the Narcotics Division of the San Diego District Attorney's Office and is currently assigned as the Overdose Coordinator. He has taught for the Institute of Criminal Investigation by California POST, the California Narcotics Officers Association (CNOA), IACP, and other law enforcement organizations. In 2017, Mr. Del Portillo was awarded CNOA – Region IV Prosecutor of the Year after being one of the first prosecutors in the state to prosecute a fentanyl overdose death as a first degree murder.
