New and Enhanced Mobile Device Access to Federal Data Sets

This conference workshop presentation discusses how FirstNet is now under contract with federal law enforcement and justice agencies. This will benefit state and local law enforcement agencies integrating federated access and information exchange solutions with select nationwide criminal justice databases. This presents endless opportunities and will make true real-time situational awareness possible and streamlined in the field. Additionally, this will improve information sharing, including investigative and intelligence capabilities from a mobile device in the field.

Charlotte Whitacre

Charlotte Whitacre is the Director of Government Engagement at FirstNet Authority. She has been with the Authority for over 5 years. Ms. Whitacre came to FirstNet after 10 years at the US Department of Justice as a telecommunications manager and has over 19 years of combined federal government experience. She has over 25 years in communications beginning in the US Army Signal Corps. She specialized in Satellite Operations where she worked primarily NATO and UN missions. She also attended West Virginia University as a double major in Public Relations and French.

Brent Dupre

Assistant Chief, Intelligence, Technology, Training, Recruiting, Professional Standards

Austin, Texas, Police Department

Brent Dupre is the Director of Law Enforcement for Attorney General?s Office for the State of Texas. Serving in Law Enforcement for over 23 years, he retired as Assistant Chief of the Headquarters Bureau for the Austin Police Department in March 2021. He was commissioned in 1998 and has served in numerous assignments including: Patrol Officer, Child Abuse Detective, Patrol sergeant, Highway Enforcement, and Recruiting. His current responsibilities include the Training Academy and Recruiting, Professional Standards, the Austin Regional Intelligence Center, Tactical Intelligence Unit, Real Time Crime Center, and Police Technology Unit. He is certified by the Texas Commission on Law Enforcement as a Master Peace Officer. Director Dupre graduated with a Bachelor?s degree from Trinity University in 1997. Director Dupre and his wife Sande have two daughters, Isabella and Trinity. Director Dupre is an avid ice hockey player and enjoys traveling.

Walt Smith

Chief Smith is the Commanding Officer of the department?s Intelligence Bureau and the Executive Director of the Delaware Valley Intelligence Center. He served as the Chairman of the Major Cities Chiefs Association Intelligence Commanders Group and Co-Chair of the National Network of Fusion Center?s Northeast Region. In addition, Chief Smith was the former Chair of the U.S. Coast Guard Sector Delaware Bay, Area Maritime Security Committee and the Five County Southeast Pennsylvania Regional Counter Terrorism Taskforce Public Safety and Security Committee consisting of federal, state, and local law enforcement agencies tasked with the responsibility of terrorism prevention and response. Chief Smith provides oversight and leadership of the Philadelphia Police Department?s Intelligence Bureau, including the Delaware Valley Intelligence Center, the Real Time Crime Center, Criminal Intelligence Unit, Intelligence Planning and Future projects, Strategic Intelligence and Information Sharing, Liberty Mid-Atlantic High Intensity Drug Trafficking Area and Analysis and Investigations. Chief Inspector Smith?s collaborative and innovative approach to information-sharing as it applies to terrorism prevention and crime reduction with federal, state, local, civil-military and private sector entities foster strong interagency cooperation and partnerships. He is a graduate of the Federal Bureau of Investigation, National Academy, the Northwestern University?s School of Police Staff and Command and the Police Executive Research Forum, Senior Management Institute for Police. In addition, Chief Inspector Smith attended the Center for Homeland Defense and Security Naval Postgraduate School Fusion Center Leaders Program, Leadership Philadelphia and the Harvard School of Public Health, National Preparedness Leadership Initiative. Walt holds a Bachelor Degree in Organizational Management from Eastern University and a Master?s Degree in Security Studies, Homeland Defense and Security, Naval Postgraduate School. He also serves as an adjunct instructor at Rosemont College.

Shane Lamond

Commander, Intelligence Branch

Washington, DC, Metropolitan Police Department

Lieutenant Shane Lamond is a 21-year member of the Washington, D.C. Metropolitan Police Department. He has commanded the Metropolitan Police Department's Intelligence Branch since September 2017. He also serves as the Chairman of the Metropolitan Washington Council of Government (MWCOG) Police Intelligence Subcommittee, the Vice Chair on Emerging Issues for the Major Cities Chiefs Association Intelligence Commanders Group, and the MPD agency representative for New York City Police Department's Operation Sentry program.As a police officer in the nation's capital, Lieutenant Lamond has extensive experience handling First Amendment demonstrations, investigatg criminal activity conducted under the guise of lawful First Amendment activity, and investigating/mitigating threats to law enforcement, government officials, and critical infrastructure in the National Capital Region (NCR). He led MPD's Intelligence Branch activities during the COVID-19 pandemic, the protests/civil unrest that took place in Washigton, D.C. in response to several high profile police-involved deaths that occurred nationwide in 2020, the "Million Maga Marches" that took place in Washington, D.C. in November and December 2020, and most recently, the riot at the U.S. Capitol Building that took place on January 6, 2021.
