Law Enforcement Auditing: Establishing and Maintaining an Effective Internal Audit Function

This conference workshop presentation discusses law enforcement auditing functions and the increased prevalence due to requirements of consent decrees in recent decades. Despite their increasing presence across the country, there is a great deal of variation among such units; the types of audit work they initiate, the products they produce, and their proportions of sworn and civilian members. In addition, the length of time that each of these auditing-focused groups have been in place informs their current approaches. The Los Angeles Police Department's Audit Division was established in 2001, Departments in New Orleans and Baltimore have introduced new auditing functions in the past decade, and the Chicago Police Department introduced its auditing unit in 2018.

Chad Williams

Commanding Officer (Civilian), Audit Division, Chicago, Illinois, Police Department

Chad J. Williams leads the Chicago Police Department's (CPD) Audit Division, which seeks to promote accountability by proactively working across Bureaus to identify risks, evaluate controls, and make recommendations to improve the effectiveness of operations and promote constitutional policing. Prior to joining CPD in 2018, Mr. Williams spent 8 years at the U.S. Government Accountability Office (GAO). At GAO, he led teams conducting non-partisan reviews which were initiated at the behest of the U.S. Senate and House of Representatives, often resulting in recommendations intended to improve the efficiency and effectiveness of the federal government. Previously, Mr. Williams also previously held a series of roles with TD Bank's U.S.-based operations in Portland, Maine. He holds a master's degree in Public Policy from the Harris School at the University of Chicago and an undergraduate degree from Augustana College.

Jeffry Phillips

Commanding Officer, Evidence and Property Management Division, Los Angeles, California, Police Department

Dr. Phillips has served over 25 years with local and federal law enforcement agencies.  He is currently the commanding officer of Evidence and Property Management Division for the Los Angeles Police Department.  Prior to this assignment, he was assigned as the commanding officer, Audit Division and served as the Chief Audit Executive for the Department.  He has served as President of the International Law Enforcement Auditor's Association, and Chairman of Alta Public Schools in Los Angeles, California.  Dr. Phillips is an adjunct professor at California State University at Los Angeles, where he teaches Ethics and Professional Responsibility, and Research Methods.  Dr. Phillips has also served as a consultant to the Los Angeles County Sheriff's Department.  Dr. Phillips received his Bachelor of Science degree in Criminal Justice and his Master of Science degree in Public Administration, both from California State University at Los Angeles, and is a Doctor of Public Administration (DPA), University of La Verne; his area of research study includes the utilization of law enforcement performance auditing as performance measures.  Jeff has engaged in various speaking engagements, including but not limited to, the Institute of Internal Auditors, Association of Local Government Auditors, International Law Enforcement Auditor's Association, American Society for Criminology, International Association Chief's of Police, and Rutgers University.  Dr. Phillips has published articles as author/contributing author in both academic and professional journal articles. 

Danny Murphy

Deputy Commissioner of the Compliance Bureau, Baltimore, Maryland, Police Department

Danny Murphy leads police reform initiatives at the Baltimore Police Department as the Deputy Commissioner over the Compliance Bureau. In this capacity, he oversees consent decree implementation, policy, training, technology, and audits and inspections. Before joining the Baltimore Police Department in April of 2019, Danny served as New Orleans Police Department's Deputy Superintendent over the Compliance Bureau, leading the implementation of sweeping organizational change as part of a federal Consent Decree. Danny joined NOPD in 2014 as a compliance manager before assuming the role of Deputy Superintendent in August 2016. Danny holds an MBA from the University of New Orleans and a BA from Georgetown University in Political Economy and English. Danny is from New Orleans, Louisiana.
