Chief Fletcher (retired) is founder of Fletcher Consulting which specializes in leadership and victim-focused and trauma-informed policing. Chief Fletcher learned early the value and impact of a victim-centered and trauma-informed approach and, in command roles, implemented those approaches including expanded systems-based advocacy services, robust community advocacy partnerships, and creative initiatives like restorative justice. In Chattanooga, Chief Fletcher helped build the city's first Family Justice Center and built the city's first Victim Services Unit from the ground up to bring law enforcement together with community-based and systems-based advocacy to better support victims of crime, violence, and trauma. Chattanooga's VSU has grown into a national leader, serving as a mentor and model for supporting victims. Through it all, Fletcher developed this core belief about policing, 'We are not going to prevent every crime, we can care about every victim.' That core philosophy translated to improved outcomes for victims, the agency, and the community. Fletcher remains passionately about supporting agencies who want to build victim-centered and trauma-informed organizations through customized consulting, training, and strategic planning.   Fletcher has been provided training nationally on these topics and others at events such as Ending Violence Against Women Conference, National Association of Crime Victim Compensation Boards Conference, Conference on Crimes Against Women, National Center for Victims of Crime Conference, International Association of Chiefs of Police Conference. He has provided training and consulting directly to individual agencies ranging from several dozen to several thousand employees. Chief Fletcher likes to run and play in the mountains with his very best buddy, Virgil the Mountain Dog.
