Ending the Cycle of Violence: Leveraging Community Buy-In to Identify Serial Shooters

Gun violence is a leading cause of premature death in communities across the United States. While research shows that a small number of offenders are responsible for a large percentage of violence, law enforcement is often faced with the challenge of identifying these offenders and bringing them to justice. The Bureau of Justice Assistance , through its Local Law Enforcement Crime Gun Intelligence Center (CGIC) Integration Initiative, has provided agencies with the tools and resources needed to address increasing gun violence. This panel will highlight how the use of the National Integrated Ballistics Information Network (NIBIN) in conjunction with community outreach has enabled law enforcement agencies to identify and apprehend the most prolific offenders in their jurisdictions.

Kerry Yerico

Senior Program Manager

National Policing Institute

Kerry Yerico is a Senior Program Manager with the National Policing Institute. She currently manages the training and technical assistance for the Local Law Enforcement Crime Gun Intelligence Center (CGIC) Integration Initiative, administered by the Bureau of Justice Assistance (BJA) in partnership with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). Before beginning her work with the National Policing Institute, Ms. Yerico served as the Associate Director of Criminal Justice Programs with the Baltimore City Mayor’s Office of Criminal Justice where she assisted with the implementation of Baltimore’s violent crime reduction strategy. Prior to her role at the Mayor’s Office of Criminal Justice, she served as the Director of Criminal Intelligence & Analysis at the Camden County Police Department in Camden, NJ and as the Director of Analytical Intelligence at the Baltimore Police Department. She began her career as a law enforcement analyst with the Metropolitan Police Department in Washington, DC. Ms. Yerico received a B.A. in Psychology from Syracuse University and a M.S. in Criminal Justice from Saint Joseph’s University.

Tammy Brown, is a Senior Policy Advisor for Bureau of Justice Assistance (BJA), where she oversees the Crime Gun Intelligence Centers, Center for Improving Investigations, Innovative Prosecution Solutions, National Case Closed project and National Center for Training and Technical Assistance. Prior, she served as Chief of External Affairs for the Baltimore City State's Attorney's Office, where she was responsible for Community Affairs, Victim Services, Prevention Programs, Communication, Grants, Legislation and Policy for the office.

She also served as Governor Martin O’Malley’s Executive Director for the Governor’s Office of Crime Control and Prevention, where she advised the Governor on criminal justice issues, oversaw the administration of over $100 million funds, coordinated public safety agencies at the local, state and federal levels which lead to historic lows in violent crime in Maryland. She also lead criminal justice reform in the areas of pretrial, gun laws, death penalty, re-entry, human trafficking, domestic violence, diversion and juvenile justice. She also served as Chief of Staff of the Maryland Department of Juvenile Services (DJS).

Chattanooga Police Department, Tennensee

Sgt. Josh May is a 22 year veteran of the Chattanooga Police Department where he supervises the Gun Team (CGIC), a proactive unit utilzing NIBIN technology to identify and target prolific shooters. Sgt. May served as the Focused Deterrence Coordinator from 2015-2018, which headed up the CPD’s Violence Reduction Initiative (GVI), utilzing targeted enforcement (leveraging intelligence led / data driven policing techniques combined with social network analysis) on the main perpetrators of violence within the city. Sgt. May also worked served in the Gang Unit and the SWAT Team for 10 years. In 2020, Josh drafted the BJA CGIC Grant that was awarded to the CPD, establishing Chattanooga as a Crime Gun Intelligence Center. Sgt. May serves as an SME (Subject Matter Expert) with the Natinoal Policing Institute in the area of CGIC infrastructure establishment. The CPD CGIC was named one of 3 recipients of the 2023 ATF Excellence in Crime Gun Intelligence awards. A native of Memphis, Tennessee, he holds degrees in Criminal Justice and Sociology from the University of Tennessee at Chattanooga.

Fabio Sanchez

Miami Police Department, Florida

Fabio Sanchez is a 25 year veteran of the City of Miami Police Department with 18 years of investigative experience. As a detective, he worked in Burglary, Economic Crimes, Homicide, and Internal Affairs. During his tenure in Internal Affairs, he was detached to the FBI to investigate Public Curruption. In 2016, he was promoted to the rank of Sergeant and was also awarded the Outstanding Officer of the Year award by the United States Attorneys Office for the work he did in the Public Corruption Unit.
As a supervisor, Sgt. Sanchez worked in Internal Affiars, the Property Unit, and his currently assigned to the Crime Gun Intelligence Detail.. Sgt. Sanchez was the founding supervisor of the Miami P.D. CGIC where he has used his experience to create policies for the new team and manages the day to day operations of the team.
