Bringing It All Together: Digital Evidence Integration, Ethics, and Policy

This conference workshop presentation covers how three of the biggest topics in law enforcement, IT, Digital Evidence Integration, Digital Ethics and Digital Evidence Policy, fit together and how police agencies integrate these key topics in their overall IT strategies. This presentation features a prosecutor and three police officials, each of whom discuss their successes and challenges in these three areas.

This conference workshop presentation is interpreted in Arabic, French, Portuguese, and Spanish.

Damon Mosler

Deputy District Attorney, San Diego County District Attorney's Office

Damon Mosler has been a San Diego County Deputy District Attorney for over 28 years and is currently the Chief of the Economic Crimes Division. He has served as Chief of both the Narcotics Division and Special Operations as well as a law enforcement liaison for the San Diego County Sheriff's Department. He has taught on a range of topics which include: case preparation, predator/club drugs, informant handling, 4th & 5th amendment law and body worn camera concerns. He is a body worn camera subject matter expert for CNA and the Bureau of Justice Assistance.   

Michael Chiocca

Detective / Architect Area Technology Centers, Chicago, Illinois, Police Department

Detective Michael Chiocca has been a sworn law enforcement professional for over 30 years. In his current role, he is responsible for directly supporting the Chief of Detectives of the Chicago Police Department in researching, developing and integrating technological solutions for investigations. Michael's latest innovation is the Area Technology Centers, a 2019 City of Chicago Public Safety key result. The Area Technology Center is a physical space that houses forensic practitioners whose primary focus is to exploit digital evidence involving homicide and other violent crimes. Michael is a digital evidence subject matter expert for the Chicago Police Departments and has developed and administered numerous Department training sessions. Michael holds a Master's Degree in Public Safety Administration and numerous Federal, State, and vendor-specific certifications. Michael is a Certified Forensic Video Technician, has three United States Copyrights associated with information technology and has spoken nationally at IACP Tech (2019, 2020), Homeland Security's Video Quality in Public Safety (VQiPS), the FBINAA National Conference , Global Security Exchange (GSX), and the IACP National Conference (2019, 2020), on the use of video surveillance technology in criminal investigations. His work with digital evidence won him numerous awards that include both the Cook County Crime Stoppers and Chicago Crime Commission Excellence in Law Enforcement awards.  Michael also provides forensic consultancy services and technical training at www.midwestforensicconsultants.com. 

Elliot Harkavy

Advisor, CNA

Mr. Elliot Harkavy has over 25 years' experience in homeland security issues, law enforcement affairs, emergency response operations, and international assistance. He has managed and led a variety of substantively different projects for U.S. Local, State and Federal government agencies and has experience overseeing large, complex efforts requiring robust coordination across diverse stakeholders. Mr. Harkavy has coordinated across dozens of law enforcement executives, evaluated real-world responses, and supported the provision of training and technical assistance to law enforcement agencies. Currently, he serves as an advisor to the US Department of Justice (DOJ) Bureau of Justice Assistance (BJA) and their Grant recipients on Law Enforcement Technology, especially Body Worn Cameras. Much of his work has focused on past responses to determine lessons learned and policy and planning assistance for emergency response and law enforcement agencies. Prior to joining CNA, Mr. Harkavy worked for the Metropolitan Washington Council of Governments coordinating with over 1700 public safety officials across the Police Chiefs Committee Corrections Chiefs Committee, the NCR Regional RESF-1 Committee and their numerous subcommittees in preparing the region to identify, plan for, respond to and recover from numerous public safety threats.  He also ran his own consulting practice in Homeland Security and Emergency Management for over 15 years and Served as FEMA Reservist in Operations and Disability Integration. Mr. Harkavy has extensive experience in the analysis of complex operations during exercises and real-world events. He has supported or led the design and evaluation of more than 3 dozen exercises, including nearly a dozen where he served as lead planner, controller or evaluator. Recently, he coordinated the NCR Complex Coordinated Attack (CCA) exercise series for the Metropolitan Washington Council of Governments (MWCOG) Special Weapons and Tactics (SWAT) Subcommittee. This series include a tabletop exercise and a full-scale exercise with the six different sites. He has led after-action reviews of real-world incidents, including the American Red Cross Responses to the DC Sniper and Hurricanes Katrina and Rita in Louisiana.
